Aviva Family & Children’s Services Awarded $9.3 Million in Competitive State Funding to Support Behavioral Health Infrastructure

LOS ANGELES, CA (June 2025)—Aviva Family & Children’s Services has been awarded $9.3 million in state funding through the Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1: Launch Ready—a Proposition 1-funded initiative administered by the California Department of Health Care Services (DHCS). The funds will support the construction of a new 27-bed perinatal residential substance use disorder treatment facility in Hollywood—just blocks from Aviva’s headquarters. 

Aviva’s project was one of the few nonprofit-led initiatives selected in this competitive round of BHCIP funding. 

The new facility will offer trauma-informed residential care for pregnant women and mothers with children struggling with substance use—supporting family preservation, improving maternal health, and promoting long-term stability for children. The program is expected to serve 40–50 families each year, with average stays of 12 months and access to a multidisciplinary team focused on recovery and family stabilization.

In partnership with Los Angeles City Council District 4, the project reflects a shared commitment to expanding equitable behavioral health care in Hollywood and throughout the region.

Expanding the Continuum of Care 

The new facility will increase Aviva’s residential housing capacity by 50%—a critical expansion amid Los Angeles’ deepening housing crisis. The modular campus will include private living spaces—including four units designed specifically for mothers with children—and is located near public transportation, schools, and other essential services.

The project aligns with state priorities in maternal health, substance use recovery, and family reunification—while addressing systemic barriers such as housing instability, untreated trauma, and lack of access to care.

Families will receive on-site therapy, case management, parenting support, life skills training, and connections to permanent housing—all delivered through trauma-informed, culturally responsive care.

This new facility strengthens Aviva’s continuum of care by connecting residential treatment to our existing mental health, housing, and recovery services—offering families a more seamless and supportive path forward.

Community-Driven, Equity-Focused 

The program will prioritize access for women most impacted by systemic inequities—including women of color, low-income mothers, and those experiencing homelessness, trauma, or involvement with the child welfare system.

By creating a model that keeps mothers and children together during treatment, the facility addresses long-standing racial and economic disparities in behavioral health care—offering families the chance to heal without being separated.

A Century of Service 

With 110 years of experience supporting vulnerable families in Los Angeles, Aviva brings deep expertise in trauma-informed care and a strong track record in behavioral health and housing services. The organization currently operates programs across Los Angeles County—including supportive housing, outpatient mental health care, foster and adoption services, and a drop-in center for unhoused and LGBTQ+ youth in Hollywood.

Though the new facility will be located in Los Angeles County’s Fifth Supervisorial District—it will serve families from across the region. A groundbreaking is anticipated in early 2026.
