Spectrum News: Foster Agencies in Crisis

Check out our video with Catalina Villegas, an award-winning news anchor at Spectrum News 1 SoCal, who anchors the weekend evening newscast, Your Weekend.  Following the announcement from the Nonprofit Insurance Alliance of California (NIAC) that all coverage for California Foster Family Agencies would not be renewed, we were confronted with an immediate crisis—despite not having a history of loss claims. With less than 90 days to find a solution, the future of our operations, and most importantly, the stability of our foster families and youth, was at stake. Since 1988, Aviva has been a licensed Foster Family Agency (FFA), and maintaining this status is essential to our mission.  

In response to this urgent situation, we began careful negotiations and strategic adjustments, and we secured new coverage. However, this came with a significant cost increase—approximately 36%, or $130k more than the previous year. While we are relieved to have the coverage in place for the next 12 months we cannot absorb these increases year after year. 

Long-term solutions are crucial to managing these escalating costs and ensuring the sustainability of our mission. That’s why we have taken the next step and connected with our district supervisors Lindsay P. Horvath and Kathryn Barger, who co-authored a motion directing Los Angeles County Counsel to prepare a report for the Board, exploring all possible options to address this growing crisis. 

We urge other agencies, policymakers, and stakeholders to join us in advocating for lasting change. Together, we can foster community to build brighter futures for all of Los Angeles.
